An Indian Council of Agricultural Research (ICAR) institute has signed a first-of-its-kind agreement in India with a start-up to develop lab-grown fish meat.

The Kochi-based Central Marine Fisheries Research Institute (CMFRI) has entered into a collaborative research agreement with Neat Meatt Biotech, a start-up working on cultivated meat.

Although fish lovers may find it fishy, lab-grown fish meat is an area of research in several countries including Israel, US, Singapore and Korea, but none have commercialised it yet.

Lab-grown meat or alternative proteins is gradually attracting big investments globally. As of 2020, around USD 3.1 billion capital was invested in the smart proteins sector, according to reports. Some studies suggest that the niche market is projected to reach USD 290 billion by 2035. Major agencies also predict that it would make up 4 to 60 per cent of the world meat market by 2040.

In India, work is on to create cell-based meat of high-value marine fishes such as king fish, pomfret and seer fish, senior scientists said.

The CMFRI project aims to propel India in cultured marine fish meat, with a stated goal of meeting increasing demand for seafood while alleviating the excessive strain on wild resources, an official release said on Monday.

“Cultivated fish meat or lab grown fish meat is produced by isolating specific cells from the fish and growing them in the laboratory setting using animal component free media. The final product will replicate the original flavour, texture and nutritional qualities of the fish,” the statement said.

“We also call this ‘ahimsa fish meat’ as no actual fish is being harmed in the process. But, we are isolating fish cells to be developed in labs by activating the medium to grow,” Kajal Chakraborty, head and principal scientist at CMFRI’s marine biotechnology, fish nutrition and health division, told Business Standard.

He claimed that the lab-grown fish meat would taste exactly like real fish and also have the same texture and colour, if not the shape. “We can’t give any time frame as to when a final product will be available as it is an exploratory project,” Chakraborty said.

According to the Memorandum of Understanding, CMFRI will carry out research on early cell line development of high-value marine fish species. This will involve isolating and cultivating fish cells for R&D. CMFRI will also handle genetic, biochemical and analytical work linked to the project.

Neat Meatt, which has expertise in cell culture technology, will lead the optimisation of cell growth media, development of scaffolds or micro carriers for cell attachment, and scaling up production through bioreactors. The startup will also provide consumables, manpower, and any additional equipment needed for the project.

“This project aims to accelerate development in this field, ensuring India is not left behind in this emerging industry,” A Gopalakrishnan, director, CMFRI, said in the statement.

“Lab-grown fish offers immense potential for environmental and food security benefits, and this collaboration leverages CMFRI’s marine research expertise with Neat Meatt’s technological know-how in this field, paving the way for a sustainable and secure future for seafood production in India,” Gopalakrishnan said.

Sandeep Sharma, co-founder and chief executive officer of Neat Meatt Biotech, expressed confidence that the proof of concept of the project would be established within a couple of months.

The objective of 14th India-US Trade Policy Forum Meeting is to develop an ambitious roadmap for enhanced cooperation, aiming for economically meaningful outcomes.

The 14th Ministerial-level meeting of the Trade Policy Forum (TPF) between India and the United States took place in New Delhi, India, on January 12, 2024, marking a key diplomatic milestone. The meeting, co-chaired by Piyush Goyal, Minister of Commerce and Industry, India, and Ambassador Katherine Tai, U.S. Trade Representative, marked a pivotal moment in fortifying resilient bilateral trade and elevating the overall economic partnership between the two nations. The Ministers committed to launching future Joint Initiatives in critical areas, including critical minerals, customs and trade facilitation, supply chains, and trade in high-tech products.

Mitigating Non-Tariff Barriers

Both parties agreed to establish a Joint Facilitative Mechanism (JFM) to address non-tariff barriers, focusing on mutually recognizing results from International Laboratories and establishing mutual recognition arrangements (MRAs). This initiative aims to eliminate duplicative testing requirements and reduce compliance costs for high-quality goods.

Digitalization of Trade Documents

Ambassador Tai commended India’s G20 Presidency, particularly highlighting the adoption of High-Level Principles on the Digitalization of Trade Documents. The Ministers pledged to further support the implementation of these principles in other forums, building on the G20 outcomes bilaterally.

Social Security Totalization Agreement

Discussions on a Social Security Totalization Agreement were acknowledged, with both sides encouraging fast-tracking the engagement for a future agreement. This agreement is crucial for enhancing services trade and supporting Indian IT professionals working temporarily in the U.S.

Lifting the Ban on Shrimp Exports

India raised the issue of lifting the ban on exports of wild-caught shrimps, a significant concern affecting Indian fishermen and exports to the U.S. market. Both Ministers welcomed the finalization of the Turtle Excluder Device (TED) design, minimizing the impact of fishing on sea turtle populations and fostering enhanced seafood trade.

Resilient Trade Working Group

Discussions continued under the Resilient Trade Working Group, focusing on India’s designation as a TAA Compliant country. This designation would contribute towards supply chain integration for both India and the USA.

U.S. FDA Inspections

India emphasized the need to increase U.S. Food and Drug Administration (U.S. FDA) inspections in India to reach pre-pandemic levels, especially considering the growth of pharmaceutical exports to the U.S. Both Ministers recognized the impact of inspections on product approvals and unit renewals.

Visa Processing and Professional Services

Minister Goyal highlighted challenges faced by business visitors from India due to visa processing times. Both Ministers acknowledged the role of professional services in catalyzing bilateral trade and discussed issues related to the recognition of professional qualifications and experience.

Import Management System and Generalized System of Preferences

Discussions also covered the import management system for specific hardware, where Minister Goyal briefed Ambassador Tai about India’s objectives, including those related to national security. Minister Goyal reiterated India’s interest in restoring its beneficiary status under the U.S. Generalized System of Preferences program, with Ambassador Tai expressing openness to consider it based on U.S. Congress criteria.

Bilateral Trade Growth

The Ministers appreciated the strong momentum in India-US bilateral trade, which has likely surpassed USD 200 billion in calendar year 2023. The bilateral goods and services trade has almost doubled since 2014, signaling accelerated growth benefiting both countries.

Settling Trade Disputes and Strengthening Ties

The Ministers reviewed substantial progress made in addressing concerns impacting the bilateral trade relationship since the 13th TPF held in January 2023. Historic settlement of all seven longstanding trade disputes at the World Trade Organization (WTO) between the two countries was highlighted, achieved during Prime Minister Narendra Modi’s state visit to the U.S. in June 2023 and subsequently during President Biden’s visit to India for the G20 Summit in September 2023.

Deepening Ties Between Vibrant Democracies

As vibrant democracies, India and the USA, natural partners with trade complementarities, have longstanding strategic and economic relationships. People-to-people contacts and collaborations under QUAD, I2U2, and IPEF, including regular exchanges at the leadership level, further strengthen the existing deep ties between the two nations. Ambassador Tai’s visit has served to deepen these ties, fostering a positive trajectory in the India-US relationship.

International shrimp prices reached values even lower than those recorded during the COVID-19 pandemic.

Ecuador’s National Chamber of Aquaculture (CNA) recently revealed that the shrimp sector lost nearly USD 1.5 billion in 2023 with a drop in international shrimp prices, which reached values even lower than those recorded during the COVID-19 pandemic. Exports decreased by 6% in 2023, according to CNA, with losses that exceed USD 370 million compared to 2022. Both internal and external factors impacted these values.

External factors

The world economy is going through economic stagnation with global inflation, which results in a loss of purchasing power and therefore a decrease in demand for certain products, not considered essential. The main destinations for Ecuadorian shrimp are China (59%), the United States (17%), Spain (5%), France (3%) and Italy (3%).

“China registers a depreciation of the yuan (RMB) exchange rate against the American dollar (USD), which causes Chinese importers to have fewer dollars available to purchase the product, which deteriorates their consumption capacity. On the other hand, it becomes more expensive for the Chinese importer to maintain the inventory of imported frozen products, like ours, which also discourages the purchase as there are no favorable prospects regarding consumption,” CNA reported.

In the United States, there is a 12% drop in seafood consumption generated by inflation levels, to which is added the increase in interest rates and high energy costs.

“On the other hand, competition is gaining ground. India and Vietnam are the second and third largest shrimp producers in the world, respectively. These countries have several advantages over Ecuador. Lower salaries, promotion policies and their own currency that they can devalue at will,” CNA said.

Another factor that affects the sector’s losses is that the shrimp industry has faced challenges in terms of competitiveness due to the significant constant increase in operating costs in Ecuador, among which are the price of fuel and the increase in raw materials used throughout the shrimp value chain.

Internal factors

Costs related to production, processing and marketing throughout the shrimp value chain have increased significantly this year by an additional USD 0.28 for each pound produced compared to 2022 costs.

This is primarily because annual spending of approximately USD 80 million on security represents a considerable financial burden on the industry, highlighting the need for significant investments to safeguard operations and assets. The year closes with a total of 77 criminal incidents against the shrimp sector, resulting in 58 people injured and four fatalities, according to figures from the Security Directorate of CNA.

Added to this are the constant increase in operating costs, including the new costs after the elimination of the

differentiated price of diesel, the foreign exchange outflow tax (ISD) and the value-added tax (VAT) for inputs and goods, which constitute additional fiscal burdens for the sector and the increase in the price of raw materials used throughout the shrimp value chain.

“Faced with this scenario of falling prices and increasing costs, the shrimp sector has experienced a liquidity loss of USD 0.98 for each pound produced, which has seriously affected its profitability,” CNA reported.

“It is imperative that the Ecuadorian government focus its efforts on combating crime and reducing costs. The CNA, on behalf of the shrimp sector, reiterates its commitment to continue working with the public sector to seek alternatives that guarantee the development of the aquaculture sector, which has become a vital union for the socioeconomic stability of the country, due to its generation of more than 290,000 direct and indirect employment places,” CNA concluded.
